I have had a few couples that get married just the two of them. Yes you need a witness, but please avoid paying the fee. I am happy to be your witness. All it is if me signing after your ceremony. It takes 5 seconds! So don’t worry about that! The officiant you do get from the county office, but you are allowed to have your own officiant. So totally up to you. Regarding vows, you can say your own or go with the traditional vows. Sometimes they let you say your own vows during the ceremony but other times they have you wait till they officiate the ceremony and then you can say them on your own. I think it may depend on how busy they are?
